§ 17-1. Obstruction of view at street corners and public driveways; sight distance regulations.

  • (a)

    All corner lots shall provide sight distance triangles, the legs of said triangles shall be fifteen (15) feet in each direction measured along the curbline or edge of the pavement. Such area shall be and remain free of shrubbery, fences, merchandise, equipment, vehicles or other obstructions to vision, three (3) feet in height to seven (7) feet in height, measured from the roadway. This section shall not in anyway affect any setback requirements under the zoning ordinances of the city.

    (b)

    The following shall not be considered violations of this section, to-wit:

    (1)

    Tree trunks when the limbs or branches of said trees are not within the obstruction area and no other tree is within thirty-six (36) inches of another tree or another exception listed below.

    (2)

    Any vertical item, except tree trunks, less than twelve (12) inches in diameter or width when no two (2) or more such vertical items are closer than thirty-six (36) inches to one another.

    (3)

    Vertical poles or supports and/or upright for commercial signs in place at the passage of this section.

    (4)

    Motor vehicles parked in any parking lot properly established under the existing zoning and building codes of the city.

    (5)

    Any authorized fence constructed with materials so fine in texture so as not to obstruct view.

    (6)

    Government signs to include, but not limited to, traffic control signs and devices, traffic information signs, and/or street name signs.

    (7)

    The natural earth surface.

    (8)

    Retaining walls.

    (9)

    Buildings presently in existence or in the future approved by the city.

    (c)

    The above sight distance regulation shall also be in effect for all lots cornering on alleys that intersect with streets and for all driveways used for other than purely residential purposes.
