§ 6-294. Dangerous fences.

  • (a)

    Electric fences. No electric fence shall be permitted within the city unless the fence is electrified with an Underwriter's Laboratory approved fence charger which has a pulsating DC voltage and has a joule rating of 0.15 or less.

    (b)

    Barbed wire fences or any fence constructed in whole or in part with sharp and/or pointed metal material, are prohibited except as provided in paragraph (c).

    (c)

    Barbed wire or other sharp and/or pointed metal material may be used as follows:

    (1)

    Along the top of a "security fence" located in district G, Heavy Industrial, when such barbed wire or other sharp and/or pointed metal material is seven (7) feet or greater in height from the base of the fence.

    (2)

    Along the top of a "security fence" located on government-owned property, when such barbed wire or other sharp and/or pointed metal material is seven (7) feet or greater in height from the base of the fence.

    (3)

    Barbed wire or other sharp and/or pointed metal material fences which were constructed for agricultural use prior to the effective date of the ordinance from which this section derives when such barbed wire or other sharp and/or pointed metal material;

    a.

    The lowest point of which is not less than five (5) feet in height; or

    b.

    Is not located within two (2) feet of any paved portion of any public street, avenue, alley, park, cemetery, or other public place normally used for pedestrian activity.

    Any change or modification to such fences, other than minor repair and/or maintenance, would prohibit that fence being replaced, in whole or in part, by barb wire or other sharp and/or pointed metal material.
