All city officials and employees, except mayor and councilmembers, shall be paid their
salaries, wages and compensation, whether the same has been fixed by the year or month,
bi-weekly on Fridays. Payments shall be made in equal installments, as nearly as possible.
The mayor and councilmembers shall be paid their compensation at the last council
meeting in March, June, September and December. Special officers, of whatever nature,
shall be paid out of the petty fund of the city clerk upon the completion of their
work.
