§ 23-160. Speed limits.

  • (a)

    Generally. No person shall operate a motor vehicle at a rate of speed in excess of that established by ordinance. In the absence of signs indicating a different speed limit, the speed limit in the city is thirty (30) miles per hour. In school zones the speed limit is twenty (20) miles per hour.

    (b)

    Exceptions to thirty (30) miles per hour speed limit. The following are exceptions to the thirty (30) miles per hour speed limit stated above.

    (1)

    On those sections of Missouri Highway 71A which are located within the city limits, fifty-five (55) miles per hour.

    (2)

    From the intersection of Grand Avenue and Missouri Highway 571 South to the South city limits, thirty-five (35) miles per hour.

    (3)

    From the intersection of Willow Street and Missouri Highway 96 to the east city limits, forty-five (45) miles per hour.

    (4)

    Reserved.

    (5)

    On any streets which shall be bordered on both sides by a public park within the city, fifteen (15) miles per hour.

    (6)

    On Missouri Highway 96 from a point seven hundred forty-seven (747) feet west of the intersection of Missouri Highway 96 and Baker Boulevard to the west city limits, forty-five (45) miles per hour.

    (7)

    In the area bordered on the north by Central Avenue, on the west by Garrison Avenue, on the south by Chestnut Street, on the east by Lincoln Street, but not including the streets constituting the border, twenty (20) miles per hour.

    (8)

    All alleys within the city, fifteen (15) miles per hour.

    (9)

    On the public square of the city, fifteen (15) miles per hour.

    (10)

    On Southwood between College and Fairview, twenty (20) miles per hour.

    (11)

    On North Main Street from a point two hundred eighteen (218) feet north to a point seven hundred twenty (720) south of Claxton Street, twenty (20) miles per hour.

    (12)

    On Claxton Street from North Main Street to a point six hundred sixty three (663) feet west of North Main Street, twenty (20) miles per hour.

    (13)

    From the west city limits on State Highway HH East to its intersection with station 271 + 08, fifty-five (55) miles per hour.

    (14)

    From the north city limits on Chapel Road to a point two thousand twelve (2,012) feet north of Dogwood Road, forty-five (45) miles per hour.

    (15)

    From the north city limits to High Street on Civil War Road, forty-five (45) miles per hour.

    (16)

    Tucker's Ford Road from the west city limits to its intersection with Civil War Road, forty-five (45) miles per hour.

    (17)

    That portion of State Highway HH in front of the Steadley School located between blinking yellow lights when said lights are blinking, forty-five (45) miles per hour.

    (18)

    On Kimberly Lane, from a point nine hundred fifty (950) feet west of Baker Boulevard to Oak Hill Road, fifteen (15) miles per hour.

    (19)

    On Oak Hill Road from Kimberly lane to Robin Lane, fifteen (15) miles per hour.

    (20)

    On Kimberly Lane, from Baker Boulevard to a point nine hundred fifty (950) feet west of Baker Boulevard, twenty (20) miles per hour.

    (21)

    On Robin Lane, from Baker Boulevard to a point six hundred thirty (630) feet west of Baker Boulevard, twenty (20) miles per hour.

    (c)

    School zones. For the purpose of the foregoing, the following are designated school zones on days when school is in session between the hours of 7:00 a.m. and 4:30 p.m.:

    (1)

    Reserved.

    (2)

    Columbian School. Macon between Regan and Harrington; Regan between Macon and Budlong; Budlong between Regan and Baker.

    (3)

    Mark Twain School. South Main Street between Centennial and a point nine hundred sixty (960) feet north of Centennial, and South Maple Street between Centennial and a point nine hundred sixty (960) feet north of Centennial.

    (4)

    St. Ann's School. Grand between 11th and Macon.

    (5)

    Junior High School. River between 13th and Centennial; Centennial between River and James.

    (6)

    Fairview School. Pearl between Fairview and a point one hundred sixty (160) feet south of Southern Hills.

    (7)

    Vocational School. River between Chestnut and 5th.

    (8)

    Carthage Senior High School. River Street and Airport Drive, extending east to fifty (50) feet East of the intersection of Airport Drive and Pearl Street and south extending fifty (50) feet south of the intersection of River Street and George Phelps Street.
