§ 16-32. Revolving fund and financial reports.

  • There is created a special revolving fund in the city treasury to be known as the Carthage Public Library Revolving Fund in the amount of thirty-six thousand dollars ($36,000.00) upon which the library board through its president and secretary-treasurer may draw for the purpose of paying all claims allowed by the board for the operation, maintenance, repair and improvement of the public library. At each council meeting the council shall appropriate out of the library fund and into the library revolving fund a sufficient amount of money to bring such fund up to thirty-six thousand dollars ($36,000.00) upon requisition by the library board. The library board shall report to the council monthly all monies received by them and all expenditures and for what and to whom the vouchers were issued as provided by ordinance. The city shall honor such vouchers when properly executed.
